
The Town of Cobourg has issued formal orders to improve safety standards at Transition House under its Emergency Care Establishment (ECE) By-law.
The order, released April 14, 2025, is directed at the operator of the shelter and the County of Northumberland, which owns the building at 310 Division Street. The Town says the action follows multiple warnings and aims to ensure compliance with provincial law and local fire regulations.
Mayor Lucas Cleveland says the move is about safeguarding vulnerable individuals and the broader community.
“As Mayor, my number one priority remains on improving the safety and security for all Cobourg residents,” said Cleveland. “We owe it to the residents of 310 Division Street, and the greater Cobourg Community to enforce the expectations of our ECE By-law.”
Fire Chief Ellard Beaven added that safety protocols must be followed. “Sleeping in a non-designated area such as the warming room creates potential fire and life safety risks,” said Beaven. “We are committed to working collaboratively with Northumberland County and Transition House to find an effective and compassionate solution.”
The order outlines several requirements, including:
One staff member on duty per 10 occupants.
Prohibiting sleeping in the main floor warming/cooling area.
Ensuring a manager is always on duty and carrying the fire alarm key.
Cobourg’s ECE By-law, passed in 2024, aims to ensure shelter services operate at a basic standard of health and safety.
The Town says enforcement will continue until compliance is achieved.
